The nut cases are working feverishly to gain control of human activity this is right out of the science fiction world trying to bring it to life. The very ones advancing this technology could care less about human life, the only thing that matters is how much success there is with each new energy weapon they can develop. Case in point: look at North Carolina when they steered the Hurricane. Imagine how excited they were that they could do that. Energy weapons are what they are now fixed on, and there is no limit to how far they will go.
